Biography
Stephen is the 5th of the nine children of Mr. Akuma Emmanuel Anhyula and Mrs Catherine Akuma, from Njiriv, Gwer-East LGA of Benue State. After his primary education, he proceeded to Mount Saint Gabriel’s Secondary School, Makurdi. Stephen was admitted into the Faculty of Sciences at the Benue State University in the 2001/2002 session where he began his studies in Computer Sciences and graduated in 2005. In January 2011, he enrolled for a Masters Degree Programme in Software Development at the Coventry University, United Kingdom, and later completed his PhD programme in Computing in 2016.

Having observed the efforts of the various past leaders, their successes and failures, I am convinced that the office of the Governor requires youthfulness, courage, determination, innovation, integrity and conviction. I humbly put myself before you to serve our dear State as Governor of Benue State come 2019. My decision is in furtherance of my craving to contribute to the building of a better society. I am convinced that the office of the Governor is strategic and significant in impacting the larger society.

A greater Benue is Possible
Benue state is a rich state with a proud history, but our future can be greater than our past. By empowering our youth, modernizing agricultural production, tapping our vast mineral deposits and securing our borders, we will be one of the most developed states in Nigeria

Agriculture

Benue State is strategically located in the Benue valley which is rich in alluvia deposits. Alluvia soils are rich in nutrients and support high agricultural productivity. The state is transversed by River Benue with tributaries across many parts of the state which are valuable sources of water to support agriculture and all-year-round farming. Located in the transition zone between the forest and savannah. Benue’s vegetation supports a balanced climate and makes it adaptable for most nutrients-rich high variety and high yielding valuable cash crops.

Establish the warehousing system by building modern equipped produce-warehouses across all local government areas.

Set up Agro based factories to process our agricultural produce like yam into flour and pharmaceutical starch, fruits into juice, and oil from some of our grains like soya beans.

Develop a farmer-support System for essential agriculture inputs, we will first register all Benue farmers and develop a farmers’ database to capture data specific to their residence and what they produce and we shall provide support according to specific needs.

Set up fertilizer blending plant to make fertilizer affordable and available all year round.

Develop the agricultural extension program and to link rural areas for the evacuation of agricultural produce.

Kickstart agriculture business development byproviding start up package for willing tertiary graduates to enter agriculturally related businesses at any point in the value chain. This will include providing micro finance support to agricultural businesses, establishing an agricultural marketing agency responsible for market sourcing and development, as well as a packaging company for produce packaging.

The population comprise of tribes that have demonstrated resilience and physical strength. A youthful population that can be harnessed for productivity. High promise of sustainability because of love for education and learning.

We will:

Establish Special Science Schools in every LGA by reorganizing existing resource
Establish ICT academy across the senatorial districts
Refurbish and reequip existing technical schools with modern technology and recruit qualified teachers
Provide motivation for teachers and lecturers across State owned schools

Health Care development to improved health and human development

Establish a state diagnostic center with state of art facilities

Implement a record keeping system as a strong performance improvement indicator for which mechanisms for auditing and incentives for compliance would be put in place. 

Modern methods of electronic record keeping would be maintained and supported using sustainable energy sources in all health facilities.

Expand our primary health care coverage; double the number of existing PHC’s in the State in the first phase.

Expand the current general hospitals in terms of structure, facilities and manpower. One General Hospital in each of the 3 senatorial zones in Benue State (preferably Otukpo, Gboko and Katsina-Ala) would be upgraded to a Zonal secondary health center with provision for management of complicated and emergency health needs of the population. These hospitals would also serve as annexes for the State teaching hospital promoting research and training.

Strengthen the referral system: Each PHC would have a General Hospital which would serve as its referral center and each General Hospital should have a Zonal General Hospital serving a similar function. A good communication loop would be established between each health care center and its referring center as they may be a need to discuss referrals or complicated cases with personnel in a higher tier health facility.

Influence the completion and relocation of FMC, Makurdi to its permanent site.

Reverting the old FMC site back to a general or specialist hospital.

Establish a trust fund for supply and maintenance of hospital equipment across the state.

Ensure a greater portion of IGR from hospitals be reinvested in same hospital for the supply and maintenance of hospital equipment. This will encourage management to block leakages.

Establish & nurture partnership with donor agencies to build capacity.

Upgrade the quality of Medicare by recruiting more renowned consultants with focus to attract patients from other States and other countries, thereby making the State a health tourism hub in Nigeria.

Apply international models and make Benue state a hotspot for Global Health initiatives and also make our environment conducive for local and internationalinstitutions or researchers who would want to partner with us as we create our success story.

Take advantage of Federal Government’s Health sciences institutions in the State to support the State’s facilities, manpower as well as bring services closer to the citizens of the State.

Crackdown on quackery and support NAFDAC to fight illegal drugs.

Establish a commission to regulate, promote research and development of traditional medicine.

Improved living condition in the Rural and Urban settlements

Link nearly all settlements with Power Supply.

Upgrade the streets of Gboko, Otukpo, Katsina-ala and Makurdi.

Provide portable water supply in nearly all major urban center within the first 6 months.

Provide Water, Sanitation and Hygiene services for all rural settlement.

Introduce the integrated waste management program for the entire state (waste to waste program).

Control erosion and savage the streets of Makurdi, Otukpo, Gboko and Katsina-ala and other towns.

Regulate the use of chemical and other environmental pollutants to provide safe water, air and food for the population.
