Omoyele was born in the Niger Delta region of Nigeria to parents who hail from ilaje, Ondo State in South West Nigeria. He studied Geography and Regional Planning at the University of Lagos from 1989 to 1995 during which time he served as the President of the University of Lagos Student Union Government between 1992 and 1994. He holds a Master degree in Public Administration from Columbia University.
